Bill Rice
Associate Attorney, Special Projects
Bill Rice is Associate Attorney, Special Projects for Project: Afghan Legal Assistance. He helps manage the PALA Pro Se Afghan Asylum clinic programs as well as trains and mentors pro bono attorneys assisting Afghans in their asylum and Special Immigrant Visa (SIV) applications.
Before joining Human Rights First, Bill worked as an Immigration Legal Advisor for Afghan Placement & Assistance (APA) at Lutheran Immigration & Refugee Service, where he provided guidance and training on a number of legal issues for Afghan Humanitarian Parolees. Prior to law school, he worked in various positions at the U.S. Agency for International Development (USAID), U.S. Department of Agriculture (USDA), and Yazda, an organization that supports and advocates for the Yazidi ethno-religious minority in Iraq and Syria.
Bill received his J.D. from Georgetown University, his Master's Degree in International Peace & Conflict Resolution from American University, and his Bachelor's Degrees in Political Science and History from Lebanon Valley College
